Alcalde, the bishop of Guadalajara, writes to the Baron regarding sanctuary in the Church for criminals. Realizing that King and Pope are concerned over the number of criminals escaping justice in New Spain, Alcalde suggests limiting the numbers allowed sanctuary. Baron Juan Maria Ripperdá, Governor of Texas, replies to the Bishop's letter stating that in the future sanctuary would be provided at the parish church at San Antonio de Bejar, at five misions along the San Antonio River, at the church at the Presidio of la Bahia del Espiritu Santo, and at two missions near Goliad.
